English Local Authorities Plan to Sell Off Social Clubs and Sports Centres to Manage Finances

According to a recent study of local authorities, UK councils are preparing to offload community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of assets to balance the books.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils for major urban areas in the UK reported that six out of ten of local authorities are planning to dispose of properties to meet the escalating costs of adult and children’s social care.

Councils have previously come under fire for selling playing fields and land to shore up their budgets, but they argue they must continue to generate essential revenue from asset sales or face insolvency.

This coalition noted that a high proportion of authorities attempting to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of local leaders said they would focus on restructuring services and utilising savings to weather growing fiscal pressures.”

Detailed Examples of Planned Disposals

One local authority in southeast England said its asset disposal plan included the disposal of a retail complex in Rainham and a community venue in Rochester to generate £20m over the next half-decade.

  • A local golf course and business parks owned in two English counties, which all generate rent for Medway council, will also be disposed of under the strategy.

Local Levy Rises and Wider Financial Strains

The survey of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will have to increase local levies next spring to cover the growing cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

Medway council explained it will proceed with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to achieve both improved services and cost efficiency,” stated Vince Maple.

He continued: “There are population challenges which will continue to add to the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of county councils recently further found council budgets being strained by the growing number of young people and adults requiring Send support.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Government officials have put off scheduled changes to the special educational needs framework until the coming year after a policy document outlining those changes was recently delayed.

Disadvantage and Funding Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, several participating urban areas were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the 2025 deprivation indices,” said the study.

“While only a single urban area is in the top 10 for deprived neighbourhoods countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The data highlights the extent of challenges facing local leaders across key cities in the coming year,” the analysis added.

“Local government leaders have been clear about the need for a fair and sustainable funding system that reflects and responds to the actual extent of disadvantage and demand,” stated Michael Mordey.

“Lacking this, councils will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of councils have cut or compromised care services in the past 12 months, the survey revealed.
